Subject: Formal Appeal for Grant of Pensionary Benefits and Family Pension Following the Demise of Late [Deceased Employee’s Name]
Dear Sirs,
I am writing to formally request the disbursement of the pensionary benefits due to my late husband, [Deceased Employee’s Name], and subsequently, the initiation of the family pension to which I am entitled as his lawful widow. Below are the pertinent details of his employment:
• Employee ID: [Deceased Employee’s ID Number]
• Date of Joining PTCL: [Start Date]
• Date of Retirement/Separation: [End Date]
• Total Length of Service: [Total Years, Months, Days]
• Date of Demise: [Date of Death]
During his tenure, my late husband diligently served PTCL for [Total Years] years, thereby fulfilling the qualifying service period as stipulated under the Civil Service Regulations (CSR). Specifically, Section 474AA of the CSR states that an employee completing ten years of service becomes eligible for pensionary benefits.
It has come to my attention that the Supreme Court of Pakistan, in its judgment dated February 18, 2025, in the case of PTCL through its President vs. Jehanzaib (CPLA-287/2023), upheld that employees who have completed the requisite qualifying service are entitled to pensionary benefits, and any internal policies imposing a 20-year service requirement are deemed unlawful.
In light of this authoritative judgment, I hereby request the immediate processing and disbursement of the following:
1. Pensionary Benefits Due to My Late Husband:
• All pensionary benefits accrued up to the date of his demise, including any arrears and applicable increases as per government notifications.
2. Family Pension Entitlement:
• Initiation of the family pension in my favor, effective from [Date Following My Husband’s Demise], along with all accrued arrears to date.
Please find enclosed copies of relevant documents supporting my claim, including my husband’s appointment letter, service record, death certificate, our marriage certificate, my CNIC, and the Supreme Court judgment referenced above.
I kindly request a written response within 15 days of receipt of this appeal. Should there be no favorable response within this period, I will be compelled to seek legal recourse to enforce my rights as upheld by the Supreme Court.
Thank you for your attention to this matter.
Sincerely,
[Your Full Name]

• Peshawar High Court Judgment (AWP-938/2010):
• The court held that employees are entitled to pensionary benefits as per their length of service, reinforcing the applicability of the Civil Service Regulations.
