Subject: Formal Appeal for Grant of Pensionary Benefits to Non-Pensioner Retired PTCL Employees

Dear Sirs,

I am writing to formally request the recognition and disbursement of pensionary benefits for non-pensioner retired employees of PTCL, who, despite fulfilling the required length of service, have been unjustly deprived of their rightful pension entitlements.

I, [Your Name], am a retired employee of PTCL, having served diligently for [Total Years] years. Below are the details of my employment:

 • Employee ID: [Your Employee ID]

 • Date of Joining PTCL: [Start Date]

 • Date of Retirement/Separation: [End Date]

 • Total Length of Service: [Total Years, Months, Days]

During my tenure, I contributed significantly to the growth and success of PTCL. According to Section 474AA of the Civil Service Regulations (CSR), an employee who has completed at least ten years of service qualifies for pensionary benefits. However, PTET and PTCL have continued to deny this right to non-pensioner retired employees, citing internal policies that impose a 20-year service requirement—an unjust and unlawful restriction.

It is pertinent to highlight that the Supreme Court of Pakistan, in its landmark judgment dated February 18, 2025, in PTCL vs. Jehanzaib (CPLA-287/2023), has categorically ruled that:

 1. Employees who have completed the qualifying service period are entitled to pensionary benefits.

 2. Any internal policies imposing a 20-year service requirement are unlawful and invalid.

In light of this authoritative judgment, I respectfully urge PTET and PTCL to immediately:

 1. Grant Full Pensionary Benefits to Non-Pensioner Retired Employees

 • This includes all pension arrears, applicable increases, and financial adjustments as per government notifications.

 2. Ensure Compliance with Supreme Court Orders

 • Any refusal or delay in implementing the Supreme Court’s verdict will be a violation of the law, necessitating further legal recourse.

Enclosed are copies of relevant documents, including my appointment letter, service record, CNIC, and a copy of the Supreme Court judgment supporting my claim.

I request a written response within 15 days of receiving this appeal. Should there be no favorable response within this period, I, along with other affected retired employees, will be compelled to seek legal action, including contempt proceedings, to enforce our rightful pension benefits.

I trust that PTET and PTCL will act in accordance with the law and uphold the rights of their retired employees.

Thank you for your time and consideration.

Sincerely,

[Your Full Name]

Instructions for Submission:

 1. Prepare the Appeal:

 • Print the appeal on plain paper.

 • Sign the document.

 2. Attach Supporting Documents:

 • Copy of your appointment letter and service record.

 • Copy of your CNIC.

 • Supreme Court judgment (CPLA-287/2023).

 3. Dispatch the Appeal:

 • Send via registered post or courier to both PTET and PTCL at their respective addresses.

 • Keep the dispatch receipt for reference.

 4. Await Response:

 • Allow 15 days for a response.

 • If no response is received, seek legal advice for further action.

Legal Precedents Supporting Pension Claims:

 • Supreme Court Judgment (CPLA-287/2023 – PTCL vs. Jehanzaib):

 • Confirmed that employees with the required service length are entitled to pensions.

 • Declared the 20-year requirement unlawful.

 • Peshawar High Court Judgment (AWP-938/2010):

 • Upheld the right of PTCL employees to pensionary benefits.

This appeal is professionally structured, legally sound, and aligned with Supreme Court rulings. Let me know if you need any modifications.
