PTCL is bound to pay pension to the transferred employees in having ten or more then ten years minimum qualified service.

                                                   I received all your documents along with the copies of your appeals to Prime Minister of Pakistan, which you have requested to him (being an active member of PML (N) Nawaz group in Bhawalnager). After going through your all these documents, it has been revealed that you were appointed as TWM in T&T department Bhawalnager in Telegraph Division, on 17-10-89 and you opted VSS-2008 and retired on 18-2-2008  without pension. You filed your first appeal in  August-2015 to PM for 'The Calculation of Service of Length". As according to you, your length of service was wrongly calculated as 17 years  [the PTCL has amended the policy in pension benefits i.e.  of minimum length of qualified service for pension from ten years to twenty years, but the pension can be granted to those who has a maximum defiency of six month only at the of retirement [i.e if not less then  19 years six months  ] and hence you were not granted pension. Your said appeal was forwarded by the Prime Minister's Public Wing Islamabad to Ministry of Information & Technology Islamabad (MoIT) under the subject "Request for impartial inquiry of public grievances". Where the MoIT forwarded your this appeal to PTCL. Your said appeal was regretted by PTCL on the ground that the calculation of your service length, as they mentioned in VSS calculation sheet was correct and since your service was less than 19 years and six month, you were not granted pension. You again filed the same appeal to PM in Sept-2016.This was also processed on similar way as stated above and PTCL again regretted your appeal for grant of pension on the same plea that you are not eligible for pension. This reply was sent to MoIT and MoIT sent the said reply of PTCL to Prime Minister's Public Affairs & Grievances Wing Ministry of Parliamentary   Islamabad, who forwarded the same to you vide their letter of dated 26-10-2016. Neither MoIT nor Prime Minister's Secrete bothered to enquire under what authority, rules the PTCL had amended the Govt Pension policy   of Civil Servants of Pakistan, applicable to the transfer employees in PTCL from T&T Department, as such they possess the statutory rules provision as of civil servants of Federal Govt.

 So on the same basis I drafted your application (attached herewith) for Secretary MoIT Islamabad with copy to Prime Minister's Public Affairs & Grievances  Wing Ministry of Parliamentary   Islamabad with the request to him to full fill his  legal obligations & responsibility  being Secy MoIT and direct PTCL for the grant of pension wef from your date of retirement under VSS-2008 to you, as legally they are not authorized to amend/alter govt pension policy of Civil Servants.

The copies of the same may be sent under clear receipts to all concerns as I have  advised you.
