Important Message for All PTCL Pensioners


Dear Respected Colleagues,


Over the past few days, I have carefully studied and prepared several notes and explanations regarding the issue of pension rights of PTCL pensioners, particularly those employees who originally served in the former Telephone & Telegraph (T&T) Department and were later transferred to Pakistan Telecommunication Corporation and then to PTCL.The PdF copy of the same is pasted below


The purpose of preparing this material was to clarify an important point that concerns many pensioners: whether the pension rights earned during government service remain protected after transfer to PTCL and retirement.


According to the settled legal position and various judgments of the Supreme Court of Pakistan, it has been clearly stated that pension is not a charity or a favour. Pension is a legal right earned by an employee through years of service. In fact, pension is considered a form of deferred salary, paid to an employee after retirement in recognition of his service.


The courts have also emphasized that once pension rights are earned through qualifying service, they become vested rights, which cannot be taken away arbitrarily.


Another important principle established by the Supreme Court is that when a court settles a legal issue relating to service matters, the benefit of that decision should also extend to other employees who are similarly placed, even if they were not petitioners in the case.


Therefore, it is important that PTCL pensioners remain calm and understand their legal position clearly. Many concerns arise simply because of incomplete information. The legal principles discussed above indicate that pension rights earned during service deserve protection under the law.


At the same time, I would respectfully advise all pensioners to act in a careful and lawful manner:


• Keep all service records, pension documents, and correspondence safely.  

• If there is any issue regarding pension calculation, increases, or arrears, first submit a written representation to the concerned authorities.  

• If necessary, seek advice from a competent lawyer who understands service and pension law.  

• Always present complete and truthful information about your service record to your legal adviser, just as a patient explains his condition fully to a doctor.


Our aim should always be to pursue our lawful rights through proper legal channels with patience, unity, and respect for the rule of law.
