With due veneration , it is prayed that
Reference to trailling email, PTCL has imposed new corporate pay scales illegally and unlawfull on me against my well and consent . it 1st convayed that all employees to set opttion form either u want to work on present implement illegal Pay scales or work on the old 2008 pay scales. My reply is attached which shows that neither the present pay scales is according to rules of justice & Law but also the old BPS of 2008 is very domineer & crual for us . both are the financial murdes of my self and my family. I joined T&T in 1990 and am transferred employee to PTCL .
My rights as transferred employee is protected, safguarded & Guaranteed by Islamic republic of Pakistan vide PTC act 1990. Pak. Telecom. Reorganization Act 1996 and civil servant Act 1973 and confirmed by so many decisions of different High supreme courts and Hon. Supreme court but PTCL is using the formula of " Might is right". PTCL CHRO Mr. Syed Mazhar Hussain in his many address to workers & staff has showed his disregard and dishonour for All courts of the islamic republic of Pakistan and also on all Heads of allied departments. I have also filed WP 3402-p/2016 for implementations of rules and Hon. Supreme court decisions but above all I am forcely compilled to accept this illegal option form and to abstain from struggling for my legal rights. I this regard I knocked at the doors of Hon. Mr. Daniel ritz president & CEO PTCL so many times but with no result please.Due to this unlawful condition, I compulsively knocked at your doors for granting me my legitimate rights with a hope that Rule of justice will be implemented in the subject case please.

in compliance with your good office No. TM&L /Pay scales/2017 dated 15-06-2017 circulated by Hon. CHRO PTCL via email on same instance and subsequent email from your good office dated 5-7-2017( copy attached) the desired format attached with your attached email of dated 5-7-2017 which is out rightly unaccepted to me being illegal, unlawful, mala fide ,disadvantageous and against the norm of national and universal justice also totally against my legitimate rights provided to me under rules & regulations as per reference of Pakistan Telecom. Reorganization act,1996 and Hon. Supreme decisions. How can I ruin myself and my family by accepting your option letter which is based on dictation and force implementation and I shall prefer to die but not to accept it.
You don`t felt any fear of Almighty Allah SWT by issuing this option format which accepts that in the coming year 2018, we are still forced to accept salary of 2008. I shall never compromise on my legal rights of Basic Pay scales and of the Federal civil servants provided by Islamic republic of Pakistan time to time and also implemented on me under the Law(civil servant act -1973 , Pak. Telecom. Reorganization Act. 1996 confirmed by Hon. Supreme court decisions along with arrears. It is beyond my understanding that why PTCL management not accept my legal rights of Govt. of Pakistan Pay Scales and has intended for the financial murder of myself and my family. I hereby attach my last and the least opt out letter for consideration please and will continue my struggle for my legitimate rights under WP 3402-p/2016 presented in Hon. Peshawar high court for implementation of lawful supreme court decisions.

Dear All,
It has come to our notice that some rumors and false stories are being spread related to the PTCL Pay Scales 2017. Management advise the employees not to pay any attention to this wrong and baseless propaganda.
It is clarified that these pay scales have been introduced only for the betterment of our employees without any change in the terms and conditions of employment of any category of employees. Employees must have the trust that the management always keep the interest of the employees on top of everything.
Hence, to address few queries raised by the employees, following clarifications are hereby issued officially for better understanding of the new Pay Structure:
- There will be no change in the existing terms and conditions of all Regular and NCPG employees with the adoption of PTCL Pay Scales 2017. All existing protections and legal provisions shall remain applicable.
- For the removal of any doubt, "Adjustment Allowance" has been renamed as "Special Allowance-2017". This is a fixed allowance and has no linkage with future increments. Any kind of future increases will not be adjusted from this allowance.
- Annual Increment admissible on 1st December each year will be added in the Basic Pay as is being done now.
- There will be no effect on channel of promotion of the employees with the adoption of PTCL Pay Scales 2017. Seniority of all employees shall remain intact.
- As already mentioned in below email, Pension will continue to be calculated on the last drawn salary as per rules at the time of retirement. It is also clarified that the pension of any employee will not be less than the Pension compared to the existing level.
- All future benefits announced by Company shall be calculated as per prevailing basic pay of the employees at that time. This includes Bonus, Pension, Gratuity, Commutation, R & R allowance, Annual Performance Allowance, Acting Charge Allowance, Utility allowance etc.
We hope these clarifications will remove that ambiguities and help in better understanding about the PTCL Pay Scales – 2017. We ensure that these pay scales will be more beneficial for the employees in long run as compared to those who will miss this opportunity.
While advising the employees to get the benefits of PTCL Pay Scales 2017, we don't intend to impose against their will. So, if any employee still doesn't want to opt the PTCL Pay Scales 2017 he can do so by filling the attached form and submitting to respective HR Business Partner / HR Operations.

PTCL management believes that the dedication, hard work, and commitment of our employees has enabled us to compete in a very dynamic and competitive market. It has therefore remained our utmost desire to provide maximum possible benefits to our employees to fulfill their current and future needs. As a result of the feedback received through Employee Engagement Survey, Town Hall Sessions, Facebook@work and meetings with employees' representatives, we have analyzed various options and finalized the following benefits:
Revision of Salary Structure for Regular & NCPG Employees:
We feel a great pride in resolving a long outstanding issue and a persistent demand of employees over the years. Here comes a big step towards enhancing the engagement and motivation of our employees which, we believe, is a key to the organizational transformation.
While the detailed notification is attached regarding the revised salary structure, key highlights of this structure are as under:
- Uniform salary structure for both Regular and NCPG employees
- Adjustment of Allowances to enhance the Basic Salary substantially which becomes the basis for all future benefits.
- Substantial jump in commutation and gratuity of employees without any reduction of pension compared to the existing level.
- Simple structure with only 6 levels for non-management employees thus providing better opportunity and clarity for career growth.
- Protection of existing terms and conditions including pensionary benefits of the transferred employees as provided under Pakistan Telecom Re-Organization Act 1996.
- Option open for employees to continue with the existing salary structure.
Annual Salary Increase:
It has also been decided to give the following salary increase to all employees with effect from 1st April 2017. This increase in salaries is a re-iteration of our resolve to share and celebrate the success with our employees and bring about a culture in the organization that links the rewards and benefits with the performance of the company and individuals.
- Regular (Non-Management) and NCPG employees 16% of basic Pay
- Regular (Management) employees 12% of Basic Pay
- NTC employees (Based on performance ranking) 2% to 6% of their Gross Salaries
Life Insurance for PTCL Employees:
Management is very much conscious about the health and life of its employees and is trying to relieve them from the worries of the future of their families. While wishing all of our employees a long and happy life, we are pleased to announce the life insurance coverage to provide a reasonable financial facilitation to the families in case of any unfortunate incident of the death of any employee during service. We have partnered with the most renowned Insurance Company of the country (EFU Life Insurance) to pay a lump sum amount in case of disability or death and also a fixed salary amount for 12 months in case of both natural and accidental death, as elaborated in the attached notification.
Free Telephone, DSL, IPTV and EVO to all employees
PTCL employees are striving hard to provide smooth services to our customers. Care for our employees has brought us to the decision of providing the Free Telephone, DSL, Smart TV and EVO to all employees irrespective of their level and grades so that they can also experience the pleasure of these services at their homes with their families. Being PTCL Customer ourselves, we'll also be better positioned to understand customer issues and resolve them at priority.
