نوٹ : میں نے اپنےآرٹیکل ۱۹۲ میں اپنے نوٹ میں اس بارے میں بتایا تھا کے میں نے چاٹ جی پی ٹی کی مدد سے وی ایس ایس نان پنشنرز کی مدد کے لئیے لیگل نوٹس اور رٹ پٹیشن کے specimen بنا کردوں گا۔ جو میں نے چاٹ جی پی ٹی کی مدد سے بنائیے ھیں جو نیچے مندرجہ زیل اس نوٹ کے بعد پیسٹ کردئیے گئیے ھیں ۔ یہ specimens مرحوم نان پنشرس وی ایس ایس ریٹئیڑڈ کے لیگل وارث کی طرف سے ھیں ۔ انھوں نے کرنا کیا ھےانھیں ایک بڑا سے بڑا گروپ اس مقصد کے لئیے بنانا ھے۔ اور ایک دبنگ، آئینی ماھر اور سروس میٹر کے ماھر وکیل کو انگیج کرنا پڑے گا۔[ میرا مشورہ ھے کے کم فیس لینے والے وکیل ناتجربہ کار وکیل اور تجربہ کار کریمینل، سول کیسس وکیل کو کبھی بھی انگیج نہ کریں۔ اسلام آباد اور راولپنڈی یا اور کسی دوسرے علاقے کے لوگ کیس کرنا چاھتے ھیں تو وہ خلیل عباسی یا ان جسے وکیلوں کا کبھی بھی انتخاب نہ کریں مروا کے رکھ دیں گے۔رانا انصار علی خان ایڈوکیٹ، اشتیاق احمد سمسیالوی ایڈوکیٹ، سلمان راجہ ایڈوکیٹ اور راجہ عزیز بھٹی ایڈوکیٹ وکلاء یا ان جیسے ھی وکلاء انگیج کریں جو بڑے اچھے وکیل ھیں پی ٹی سی ایل پنشنر کے مسعلے کو خوب اچھی طرح سمجھتے ھیں ۔ بڑے سے بڑا گروپ بنائیں تاکے ان وکلاء کی فیس دینے میں آسانی ھو]۔
وکیل انگیج کرنے کے بعد انکو تمام کیس سے مکمل آگاہ کرنے پڑے گا جو میں نے اپنے آڑٹیکل ۱۹۲ میں اور اس میں دئیے گئیے پہلے نوٹ میں بتائی ھے۔ کوئی زرا سی بات بھی ان سے نہ چھپائی جائے۔جو چئز بھی آپ کو معلوم ھے سچ سچ بتائیں۔ یاد رھے ڈاکٹر سے صحیح علاج کرانے اور وکیل سے صحیح طریقے سے کیس کرانے کے لئیے اپنا مقصد حاصل کرنے کے لئیے کوئی بھی زرا زرا چیز چھپائی نھیں جاتی اور نہ ھی اس سے جھوٹ بولا جاسکتا ھے۔ اس سے آپکو نقصان کا بھی احتمال ھو سکتا ھے۔ جس لیگل نوٹس کا نمونہ دے رکھا ھے اسکو فل کرکے اپنے وکیل کو دکھا کر اور اس سے مشورہ کرکے ، مبادہ وہ اس میں ایڈیشن یا کچھ نکالنے کا مشورہ دیں ، ان کی توثیق کے بعد ھی وہ لیگل نوٹس بزریعہ رجسٹڑڈ میل ، موصولی کی رسید کے ساتھ ، یا ٹی سی ایس یا کسی ایسے کورئیر میل سے بھیجیں جو اسکی موصول ھونے کی رسید آپکو بھجوائیے ۔ اور اسکی کاپی ریکاڑڈ پر رکھیں تاکے یہ رسید اس لیگل نوٹس کی کاپی کے ساتھ رٹ پٹیشن کی درخواست کے ساتھ اٹیچ کی جائیں۔ رٹ پٹیشن کا بھی نمونہ بنادیا ھے۔ مقررہ وقت تک کوئی عمل نہ کرنے یا منفی جواب آنے پر یا کوئی جواب نھیں آنے پر،اس رٹ پٹیشن کو فل کرکے وکیل دکھائیں تاکے وہ اور پوائنٹ اپنی طرف سے ایڈ یا منفی کرسکیں ۔ رٹ پٹیشن وہ ھی عدالت میں جمع کرائیں گے۔اسکے علاوہ آپ لوگوں کو کوئی بات کلئر نھیں ھے تو مجھ سے میرے واٹس ایپس نمبر 03149525902 پر رابطہ کریں۔ رابطہ کرنے سے پہلے مجھے پہلے یہ میسیج ضرور کردیں کے آپ مجھے سے اس سلسلے میں بات کرنا چاھتے ھیں اپنے نام اور اپنے شہر مقام کا ضرور بتائیں۔ان نون کال میں کبھی نھیں اٹھاتا بلکے انکو بلاک کر دیتا ھوں۔ایسا نہ ھو آپ بھی بنا کال کئیے بلاک ھو جائیں

• PTCL (Reorganisation) Act, 1996 (Section 36(2)), which prohibits PTCL from altering service terms to the detriment of employees governed by the Government Servants Act, 1973.
• Masood Bhatti Case (2012 SCMR 152), which confirms that transferred employees remain entitled to government service benefits.
• Constitution of Pakistan, particularly:
• Article 4 (Right to due process),
• Article 8 (Prohibition of laws inconsistent with fundamental rights), and
• Article 27 (Equal treatment in employment and pension matters).
2.2. Family Pension Under Federal Pension Rules (Rule 4.1 & 4.2)
As per Rule 4.1 & 4.2 of the Federal Pension Rules, the surviving spouse/legal heirs of a deceased government servant are entitled to a family pension from the date of death.
• Rule 4.1: Ensures that if a government servant, having qualified for pension, passes away, their family is entitled to receive a family pension.

3. Supreme Court's Judgment in CPLA-287/2023
The Honorable Supreme Court of Pakistan, in its most judgment, ruled that:
"Employees (or their families) are entitled to pensionary benefits for their entire qualified government service period, irrespective of internal policies. The 20-year requirement is illegal and void."
Despite this binding decision, PTCL has:
• Withheld pensionary benefits for the deceased's service period.

4. PTCL's Misinterpretation of Pension Laws
PTCL has intentionally misinterpreted the distinction between pension eligibility (which is 10+ years under CSR 474AA) and retirement eligibility (which is 20 years under Clause 13 of the Government Servants Act, 1973).
This misrepresentation has no legal basis and has resulted in unjust denial of pensionary benefits to the deceased's legal heirs.
5. Formal Demand
In light of the above, I hereby demand that PTCL:

4. Grounds for Petition
A. Violation of Pension Laws & Supreme Court Precedents
